This letter is in response to the: inspection conducted by Messrs.

M.-Jordan, J. Bjorgen, R. Kopriva and N. Choules on October 1, through November 12, 1985, of activities at LaSalle County Station. Reference (a) indicated that certain activities appeared to be in noncompliance with NRC requirements. The Commonwealth Edison Company response to the Notice of Violation is y ovided in the enclosure.

ATTACISIENT ITEN OF NONCOMPLIANCE 10 CFR 50, Appendix B, Criterion III, as implemented by Commonwealth Edison Quality Requirements 3.0, requires that safety-related parts and equipment be reviewed for suitability of application.

Contrary to the above the licensee failed to perform a suitability of application review for replacement parts which were not like for like replacements during the maintenance activities listed below:

1. The licensee fabricated a spring button and installed same in the Unit 2 Scram Discharge Vent Valve 2C11-380 on August 17, 1985 after the original spring button was found to be broken.
2. On or about August 20, 1985 the licensee replaced the originally supplied screws on the handle of the Unit 2 2B Diesel Generator cooling water pump breaker, NCC 243-1, with longer screws.

CORRECTIVE ACTION TAKEN AND RESULTS ACHIEVED

1. As stated in the inspection report, a replacement part was procured from the original equipment manufacturer, installed and tested satisfactorily on September 27, 1985. Both the original part which failed and the shop fabricated component were subsequently tested under the direction of Station Nuclear Engineering and the shop fabricated component was found to be equal to or better than the original component.
2. Work Request L52347 was prepared to install a handle and screws from a spare breaker on the same bus. After completion of this activity the breaker still would not function properly. Continued investigation determined the breaker to be the cause of the problem. The breaker was replaced and satisfactorily tested.

CORRECTIVE ACTION TAKEN TO AVOID FURTHER NONCOMPLIANCE Existing station procedures were reviewed for adequacy. The Work Request procedure LAP 1300-1 was revised to provide further direction to Maintenance Personnel on steps to take to ensure adequate review of parts used during maintenance. These changes were incorporated in LAP 1300-1 Revision 28, dated November 5, 1985.

In addition to the procedure change discussed above Maintenance, Quality Control and Technical Staff Personnel were reinstructed on compliance with procedures which require review of replacement parts for suitability.
