Dear Mr. Denton:

Attachment 1 to this letter is a proposed amendment to Facility Operating License Non. DPR-39 and DPR-48, Appendix A Section 3.9 and 4.9 -

Containment Isolation. These changes impose restrictions on containment purge and vent operations and on the maximum purge valve position.

The issue of containment purge valve integrity has been under discussion for a number of years. Reference (a) requested that Commonwealth Edison Company provide a commitment to the NRC's Interim Position, which was supplied in reference (b). Reference (c) stated that Item D.4 of reference (d) should remain effective pending completion of the NRC's long term review of this issue. Upon completion a Safety Evaluation and appropriate Technical Specifications would be issued.

H. R. Denton February 21, 1986 Reference (e) supplied the NRC's Safety Evaluation Report, closed the review of this issue, and requested that the Zion Station Technical Specifications be modified to reflect the permissible operation of the purge and vent valves from the intermediate open position. This submittal transmits the requested changes.

Attachment 2 provides a brief description of the proposed amendment along with a technical justification. Attachment 3 to this letter is a demonstration that the issue involves no significant hazards consideration.

The proposed amendment has received On-Site and Off-Site review and approval.

A $150.00 fee remittance is enclosed in accordance with 10 CFR 170.

As provided by 10 CFR 50.91, the State of Illinoi s is being notified of this amendment request by transmittal of a copy of this letter and the attachments.

If there are any further questions regarding this matter, please contact this office.

Three (3) signed originals and thirty-seven (37) copies of this transmittal and its attachments are hereby provided for your review.
