As a follow-up to that meeting, you for-warded to Con Edison a letter, dated November 22, 1985, which served to document and clarify our mutual understanding of certain items discusned.

The November 22 letter requested that we document and submit to you a plan for maintaining the effectiveness of the radiation protection upgrade program, as described in the October 25, 1985 meeting, prior to the com-mencement of the 1986 Refueling Outage. This letter transmits the Plan.

ACTION ITEM: Review the organization and administration of radiation protection activities to ensure that an appropriate level of performance is maintained.

- Program Management o

Maintain present level of supervision of first line radiation protection supervisors, wl.ile pernitting the Radiation Protection Manager (RPM) to increase the time he or she devotes to planning and review of radiological activities.

o Maintain centralized control of procedures and other documentation, including revisions to and distribution of this material.

o Maintain present controls over internal dosimetry related activities by combining oversight of respiratory protection and bioassay functions in a single individual.

o Assign specific Health Physics Technicians to various major work groups during the outage to facilitate compliance with radiological control procedures. This will be continued on an as needed basis after the outage.

II ACTION ITEM:

Maintain training and qualification of plant employees, contractors and visitors at a level appropriate with need and job function.

A-Practical Factors o

Continue use of practical factors as part of GET-RP.

B-Program Formalization o

New or revised radiation protection lesson plans will receive technical review and written approval by EHES management.

o Classes will be taught from approved lesson plans.

INPO accreditation of Radiation Protection Technician training will be pursued.

o Contractor HP technicians will have the appropriate radiation protection knowledge and qualifications for the job they are performing.

III ACTION ITEM: Maintain accountability of workers and their supervisors for performance in radiological protection.

A-Individual Responsibility o

Periodically question personnel at entrance to RCA and in RCA on radiological conditions of their job.

B-Supervisors o

Include radiological control indicators as elements of job performance evaluations.

C-Radiological Work Specification o

Add RCA radiological protection requirements to purchase requisitions and bid specifications for contractors where appropriate.

IV ACTION ITEM: Continue radiological protection connunication efforts and maintain ALARA awareness.

A-Team Building o

EII&S will continue to have cooperative, problem-solving meetings with other sections and departments, as necessary, to maintain effective radiological protection activities.

B-Radiation Safety Bulletin o

Radiological protection information will be circulated at the station on an ongoing basis, including inplant occurrences, industry problems or concerns and procedure change reminders.

Periodically address groups working at the plant on current radiological events and allow time for discussion.

Ensure compliance with regulatory, licensing, quality assurance and station procedure requirements, b.
