Maine Yankee Proposed Snubber Technical Specifications Gentlemen:

With Reference (b), Maine Yankee provided a revised proposed change to our snubber technical specification. That revision was submitted to incorporate comments from Dr. Kenneth Heitner (formerly the NRR Project Manager for Maine Yankee) and Mr. John Hudson (formally the NRC Staff reviewer in this matter).

Through discussions with Ms. Audrey Lodwick of your Staff, we understand that Mr. Hudson has left the NPC, and that there are additional concerns regarding our proposed snubber technical specification. Tho purpose of this letter is to respond to those concerns.

Maine Yankee believes that snubbers are a passive protection device. An inoperable snubber by itself is not a safety concern. An inoperable snubber combined with a severe earthquake or transient which causes severe dynamic loading, and which could lead to structural damage to the supported system, is a greater concern. This combination of events is hicfly unlikely, therefore, we believe the time period permitted to evaluate the consequences of a failed snubber is apprnpriate.

With respect to the consequences of a failed snubber on the supported systems, the Maine Yankee inspection and repair procedure for hydraulic shock suppressors requires the snubber's connections to piping anchor joints be inspected _for possible damage prior to removing the snubber for testing and/or Maine Yankee does not believe that adding this requirement to maintenance.

technical specification Limiting Conditions for Operation adds any additional benefit. For these reasons, we do not believe that additional changes to our supplemental proposed change are necessary.
