MOTION OF THE JOINT INTERVENORS TO EXTEND TIME WITHIN WHICH TO REPLY TO THE APPLICANTS' TWO SETS OF INTERRO3ATORIES AND DOCUMENT REQUESTS REGARDING THE SPMC CONTENTIONS Pursuant to 10 C.F.R.

S 2.711, the Joint Intervenors hereby-request that the time to answer or otherwise respond to the two sets of Interrogatories and document requests filed by the Applicants' regarding each of the Joint Intervenors' contentions be enlarged to December 15, 1988.

As grounds for this motion the Joint Intervenors state:

1.

The Applicants filed two sets of interrogatories and requests for documents regarding each of the Joint Intervenor contentions on October 11, 1988 and October 14, 1988 doOO 881027 050 @j 3 0

Q respectively.

These two documents comprise over-150 pages and contain over 480 separate interrogatories and document requests.

The sheer volume of these requests supports'this motion for an extension of time in which the Intervenors may answer or otherwise respond.

The standard NRC fourteen-day response period was not designed for discovery of this magnitude.

3.

Further, the Applicants have sought disclosure of every fact, document, and potential piece of evidence that the Joint Intervenors believe supports their position on each and every contention.

Thus, the Applicants are seeking nothing less than responses that map out the Joint Intervenors' case from soup to nuts.

Such an undertaking is simply not possible without significant additional time.

4.

Finally the Applicants, inter alia, seek additional information concerning emergency planning by the l

Commonwealth with regard to other ron leabrook emergincies.

As has already been noted, in motions filed seeking to enlarge the time in which to file responses to Staff discovr.2y and to enlarge the discovery period in toto, this it. armation will take additional time to gather, assemble and present.

U For all the reasons set forth above, the motion seeking to enlarge the time for the Joint Intervenors to file answers or otherwise respond to the Applicants October 11 and October le discovery should be granted.
