SUMMARY
OF JANUARY 5,1999, MEETING WITH THE EXECUTIVE REGULATORY GROUP OF THE ROBUST FUEL PROGRAM The Executive Regulatory Group of the Robust Fuel Program (RFP) met with Nuclear Regulatory Commission (NRC) senior management on January 5,1999, at the NRC offices in Rockville, MD. Meeting attendees are identified in Attachment 1. This was the first meeting between NRC r d the RFP Executive Committee. The purposes of the meeting were to provide NRC senior management with a better understanding of RFP objectives, current activities, and future plans. The meeting also provided an opportunity to discuss industry intentions to pursue extensions in fuel burnup limits. Plans for future meetings were discussed and key contacts were identified.
Sam Co!! ins, NRR Director, began the meeting by welcoming the opportunity to meet with the RFP executives and noted that this meeting and future interactions are needed to provide input on industry activities and directions. He stated that because of resource limitations, the NRC needs information on the schedule of RFP activities. This input is needed to assist development of NRC operating plans and guide the NRC budgeting process.
Lou Long, RFP Executive Committee Chairman, led the industry discussion and provided an overview of the RFP. His presentat' n addressed the industry fuelissues that necessitated i
formation of the RFP and covered RFP organizationat structure and objectives. The presentation materialis included as Attachment 2. The four stated RFP objectives are:
- 1. Resolve outstanding performance, reliability, operational and regulatory issues of current fuel designs and core conditions.

- 2. Understand and quantify performance margins for current fuel designs and avoid regulatory mandates of overly restrictive operationallimits.
- 3. With the direct involvement of NEl, serve as the focal point on industry-wide, fuel-related regulatory issues.

- 4. Provide technology needed to gain regulatory acceptance for fuel designs and operation to l
higher burnups.

In his presentation, Mr. Long identified that near term activities of the RFP have focused upon l
the first two objectives. Fuel issues are leading to operational problems at plants and a clear l
understanding and resolution of these issues is a necessary precursor to advancements in fuel design. Mr. Long identified a strong industry interest in extensions of fuel burnup limits and discussed expected benefits of an extension in bumup limits. He identified a 3-5 year window l
for utilization of fuel licensed to extended burnup levels.
l During the discussion on RFP working group activities, Tim Collins, Chief, Reactor Systems l
Branch, strongly encouraged Working Group 3 activities directed at improving pool side L
examination techniques and methods. On the subject of fuel burnup extensions, he urged the l
RFP to provide an " integrated plan" that fully addresses the basis for burnup extensions, i
including necessary experimental data. He offered the test and analysis program plan prepared by GE for the SBWR reactor design (NEDC-32391) as an example of the type of comprehensive issue examination for which they were looking.
In an exploration of the role of the RFP, Mr. Collins asked about coordination of RFP activities with other industry groups, including the owners groups. Mr. Long noted that the fuel vendors actively participate on the RFP working groups and that they have been included in RFP

Executive Committee activities. A less direct, but similar level of coordination has been l
occurring with owners group activities.
h Mr. Collins also noted the need for RFP to be concerned with "public confidence" in fuel behavior and safety. He identified fuel issues recently raised by extemal stakeholders following fuel pin failures at the Perry and River Bend plants (10 CFR 2.206 petitions] and asked if the RFP would be getting involved in addressing the generic aspects of the issue.
Ashok Thadani, Director, Office of Research, noted that the NRC Office of Research is trying to understand what future industry needs wili be to assist their planning efforts. He stated that he

would like to explore a cooperative arrangement with the RFP on future tests at the CABRI reactor in France. Mr. Long noted that the RFP budget does not currently include any funding for this testing.
