Dear Mr. Martins This is in reply to the above referenced letter in which it was reported that as a result of the subject investigation, one of our activities was i

not conducted in full compliance with NRC requirements. Our response to the notice of violation, identified as Appendix A to the referenced letter, is as follows:

i Appendix A Section 7.4, " Tamper-Indicating", of your NRC approved Fundamental Nuclear Material Control Plan, Revision 5, dated February 1983, states in paragraph

7.4.7 " Precise records of each and all seals by serial number will be kept i

and, after application, will include data on scaled contents. These records I

j will include the seal number, item being sealed, date and time of appitcation/

disposal of the scal, the signature of the individual responsibic for apply-ing and removing thn seal, and any discrepancy that in observed in the j

Contrary to the above, on December 11, 1985, the inspector noted that between j

the period of November 11, 1985 and December 11, 1985, the records of the time of appitcation of seals and the signature of the individual responsible for l

l applying the seals were not kept.

Response

The internal log sheet for seals was revised before the inspectors had completed their audit. The revised log sheet stipulates that the individual applying the seal notes the time of application on the log and signs the log to attest to the fact that the seal was applied as required.
