Resul ts: One reactor operator was administered an oral examination and was issued a reactor operator license based upon successful con'pletion of the examination.

3. Exit Meeting On February 10, 1986, the examiners met with T. Higcins, Byron Training Supervisor, to indicate those candidates who had clearly passed the simulator examination and to discuss any concerns. One item the examiners indentified was the candidates' unfamiliarity with a reactor startup shortly after a reactor trip and the problems related with Xenon poisoning. Another concern identified was the simulator operators' inability to execute scenarios effectively. In one instance, the examiners had to rewrite a scenario on-the-spot because of improper initiation on the part of the sin:ulator operator. The operator attributed the problem to misconmunication.

On February 11, 1986, Mr. Reidinger n,et with n' embers of the Byron operating staff and expressed a concern regarding the licensee's interpretation of Technical Specification requirements for shift staffing. The resident inspector was informed ar,d will follow up on this matter.
