Dear Ms. Adensam:

LIFTED LEADS AND JUMPERS HOPE CREEK GENERATING STATION DOCKET NO. 50-354 Public Service Electric and Gas Company (PSE&G) hereby submits the attached marked-up FSAR pages pursuant to discussion via telephone conference between PSE&G and the NRC ICSB on February 19, 1986.

This FSAR revision clarifies HCGS compliance with Regulatory Guide 1.118 and the response to FSAR Question 421.22 to identify the need to utilize lifted leads and jumpers for certain at-power surveillance tests.

These temporary alterations are controlled by an administrative program designed to implement the applicable recommendations of IE Information Notico 84-37.

PSE&G will include the pages in a forthcoming amendment to the HCGS FSAR.

PSE&G requests that HCGS Safety Evaluation Report Sections 7.2.2.3 and 7.2.2.4 be revised to reflect this clarification.

is interpreted to mean the immediate proximity of the location where work is to be performed.

Section 3.5(e), Site Conditions, ANSI N45.2.8-1975, is applied l

only if subsequent correction of adjacent nonconformances would damage the item being installed.

Contrary to Section 4.6, Care of Item, ANSI N45.2.8-1975, the i

constructor or construction manager (or licensee during I

operation) is assumed to be the " responsible organization" for temporary usage of equipment or facilities, unless specifically prohibited by contract or in writing from the owner.

All other conditions and considerations for temporary use in Section 4.6 l

are applied.

HCGS FSAR 10/84 PSE&G plans to conduct that at-power surveillance testing prescribed by the BWR 4 version of the NRC's Standard Technical Specifications.

INSERT As surveillance procedures have becomo available and implemented, subsequent reviews have identified the nood to utilize temporary alterations required for the proper performance of certain at-power surveillance tests.
