" Degraded Core Accident Hydrogen Control Program" 1.0 Introduction This quarterly status report is submitted to comply with a requirement in the Grand Gulf Nuclear Station, Unit 1 Facility Operating License (License No. KPF-29) . This requirement specifies that Mississippi Power & Light (MP&L) should provide quarterly reports outlining the status of the on-going research program to address degraded core hydrogen control requirements. This report covers the fourth calendar quarter of 1985 ending December 31, 1985.

This report includes brief summaries of the submittals made by MP&L during this quarter along with summaries of meetings between the NRC staff and MP&L. MP&L is participating in the Hydrogen Control Owners Group (HCOG) which is conducting generic research and completing generic analyses to resolve the degraded core hydrogen control issue. Since the work completed by HCOG complements MP&L's program to resolve this issue, this report also includes summaries of meetings between the HCOG and the NRC.

The summaries of these meetings included in this report do not reflect a formal HCOG position with respect to any issue and represent only the MP&L interpretation of the meetings.

2.0 Summary of PP&L Submittals AECM-85/0320, October 10, 1985 MP&L letter number AECM-85/0320, dated October 10, 1985 provided a status report of two HCOG Program Plan Tasks; Task 1, Establish Most Probable Hydrogen Generation Event and Task 6, Hydrogen Combustion Testing. In the letter MP&L stated that all work associated with Task 1 of the HCOG Program Plan was complete and that it considered the Task complete.

MP&L also provided a revised date of December 20, 1985 for completion of the remaining work in Task 6 of the HCOG Program Plan.

AECM-85/0365, November 18, 1985 MP&L letter number, AECM-85/0365, dated November 18, 1985 provided a status report of two HCOG Program Plan Tasks; Task 6 Hydrogen Combustion Testing and Task 3, Design Hydrogen Ignition System. The letter documents completion of all work associated with Task 6 of the HCOG Program Plan.

MP&L stated that work associated with Task 3 of the HCOG Program Plan was not completed and that Task completion was contingent on the HCOG submittal of generic Technical Specifications for the Hydrogen Ignition System.

Att:chment to AECM-86/0043 AECM-85/0367, December 27, 1985 MP&L letter number, AECM-85/0367, dated December 27, 1985 transmitted a request for an amendment to License NPF-29 for Grand Gulf Nuclear Station Unit 1. This proposed amendment was to modify the License Condition requiring resolution of the hydrogen control issue prior to restart following the first refueling outage by requiring, instead, resolution on a schedule which reflects the requirecents of the Final Hydrogen Control Kule.

A 3.0 Summary of HCOG and NRC Meetings HCOG and NRC meeting on November 20, 1985 The HCOG met with the NRC on November 20, 1985, to discuss the status of the HCOG scoping and production test programs. During the meeting HCOG presented the results of Scoping Tests S.14, S.15, and S.16. Following the presentation of test results, HCOG discussed and reviewed the status of recent HCOG submittals to the NRC. The NRC informed HCOG that a letter providing information on the current status of the staff's review of the submittals would be issued shortly.

HCOG and NRC meeting on December 18, 1985 The HCOG met with the NRC on December 18, 1985 to review and discuss the HCOG Combustible Gas Control Emergency Procedure Guideline submitted to the NRC on November 12, 1985. HCOG presented the principal assumptions used in developing the EPG and the bases for each step in the guideline.

HCOG and NRC meeting on December 19, 1985 The HCOG met with the NRC on December 19, 1985 to review and discuss revisions to the report on the Adequacy of Quarter Scale Test Facility Heat Sink Modeling. This report wes submitted to the NRC by HCOG on July 29, 1985. The development of the models used in the heat loss report was discussed along with the changes to the models based on quarter scale scoping test results.

4.0 Test Program Status The summaries and status of the HCOG test program as stated here do not reflect the HCOG position with respect to any test program and represent only an MP&L interpretation of these programs.

4.1 1/4 Scale Test Program Status Scoping tests to assess the effects of variations in key parameters continued throughout the quarter. A significant effort to re-instrument the quarter scale test facility inside the k radius was completed. This effort was necessary to ensure adequate measurement of peak gas temperatures during production testing.
