1 Pursuar.t to Subtitle E of the Small Business Regulatory Enforcement Faimess Act of 1996, 5 U.S.C. 801, the Nuclear Regulatory Commission (NRC) is updating inspection Manual i Chapter 1360. This chapter establishes policy and procedures for the use of physician and scientific consultants in the Medical Consultant Program. The objective of the Medical Consultant Program is to have qualified medical and technical individuals available to NRC staff

in evaluating radiation exposure events, and to provide support in areas such as radiation biology and medical physics.
We have determined that this rule is not a " major rule" as defined in 5 U.S.C. 804(2). We have confirmed this with the Office of Management and Budget.
Enclosed is a copy of inspection Manual Chapter 1360, which became effective on January 27, 1999.
