On January 22, 1987, in conversation with Mr. D. R. McGuire of NRC Region II, we agreed to pursue certain actions regarding access control measures for door C-52 at Plant Hatch. This portal serves as the primary entrance to the main plant vital area and receives heavy traffic.

NRC IE Information Notice 86-88 provides a discussion of NRC concerns relative to prolonged implementation of compensatory security measures leading to degraded security effectiveness. Based on the above telecon and this IEN, it is our understanding that the current practice of posting a guard at C-52 to control access by plant personnel is appropriate only as a short term measure. As a long term measure, GPC These turnstiles will correctly will install turnstiles at door C-52.

Georgia Power Company expects to have the turnstile system operational by November 1,1987. In the interim, we will continue our present practice of posting a guard at door C-52.
