Dear Mr. Keppler:

This letter is in response to the inspection conducted by Mr. T. Ploski and others on November 5-8, 1985. Reference (a) indicated that weaknesses were identified during the course of the inspection. The attachment presents the corrective actions which Commonwealth Edison Company proposes to address these weaknesses.

Commonwealth Edison is committed to upgrade the Joint Public Information Center (JPIC) located with the Emergency Operations Facility (EOF) at Mazon. Illinois. The modification design is scheduled to begin in 1986 and the modification work will be completed by the end of 1987. These modifications will include construction of an EOF Annex near the current EOF, enlarging the JPIC area, improving the sound-proofing, installing additional washroom facilities and providing electrical hookups for media cquipment.

's ATTACHMENT Responses to Exercise Weaknesses

1. Neither Control Room nor Technical Support Center staff simulated a call to the NRC Operations Center as a result of the Alert declaration.

Response

The exercise Ground Rules contain the directions for notifying the NRC. These directions will be discussed with and emphasized to the responsible exercise participants during the pre-exercise briefings, to ensure that notifications are accomplished in accordance with the exercise Ground Rules.

2. Forecast changes in meteorological conditions were not adequately incorporated into the offsite protective action decision making process.

Response

Three positions in the Generating Station Emergency Plan (GSEP) organization are involved in formulating Recommended Protective Actions. These are the Environmental Director at the Corporate Command Center and the Environmental Emergency Coordinator and the Assistant Environmental Emergency Coordinator at the EOF. The Emergency Plan Implementing Procedures (EPIP's) for each of these positions' set forth their respective duties. These EPIP's will be revised by May 31, 1986, to make the consideration of meteorological forecasts a separate, distinct part of .

these positions' duties. The annual training programs for these three positions will be revised in time to be given to the class held in early June, 1986. The training will emphasize the importance of meteorological forecasts in deciding on the Protective Actions to recommend.
