NRC CERTIFICATE USA /9019/AF With reference to activities authorized by the subject certificate, Generel Electric Company hereby requests that a time extension be granted for the BU-7 shipping container gasket replacement requirement as described in the attachment to this letter.
Pursuant to 10 CPR 170.31, a GE check for $150 will be transmitted to the License Fee Management Branch under separate cover.
General Electric personnel would be pleased to discuss this matter further with you and your staff as you may deem necessary.

GENERAL $ ELECTRIC Mr. Charles E. MacDonald November 18, 1985 Attachment - Page 1 of 2 REQUEST FOR A TIME EXTENSION TO PREVENT REPACKAGING OF SHIPPING CONTAINERS BACKGROUND Cn September 19, 1985, the NRC issued Certificate of Compliance 9019, Revision 12, for the BU-7 shipping package.
Part 8 of this version states that:
In addition to the requirements of Subpart G of 10 CPR Part 71:
Prior to each shipment, the inner drum (container) silicone rubber gasket must be inspected.
The gasket must be replaced with a new gasket if inspection shows any defects or every 12 months, whichever occurs first.
Based on gasket age considerations alone, no gasket need be replaced until after December 31, 1985.
Upon receipt of this directive on September 24, GE's Nuclear Fuel Manufacturing Department ( NFMD) began to develop a plan for compliance.
On September 30, all used BU-7 silicone gaskets that were currently available for use were removed from service and quarantined.
On October 2, NFMD began using new BU-7 gaskets and tracking new gasket usage.
This tracking information provides the date that a particular blend lot was packed and can be cross referenced to the BU-7 loading sheets.
These sheets detail drum n umbe r, inner container, seal number, and provide a correlation between the can generated at blending and the can packed for shipment.
This was done in order to have the capability of distinguishing between the drums that were packed using the new gaskets and the drums that were packed prior to October 2.
CURRENT SITUATION NFMD has been using only new silicone gaskets for the sealing material on the inner container in the BU-7 package since October 2, 1985 (one week after notification of the new requirement).
There are approximately three hundred fif ty BU-7s that were packed prior to the 10/2/85 NFMD implementation date for the new gaskets.
According to existing shipping schedules, all these packages will be shipped before June 30, 1986.

MacDonald November 18, 1985 Attachment - Pag e 2 o f 2 REQUEST General Electric Company requests that a time extension to 6/30/86 be granted from the 12/31/85 date identified in Certificate of Compliance 9019, Revision 12, Part 8.
This will allow for the shipment of all containers packed prior to 10/2/85 to be made without having to repackage the drums.
This request is consistent with the ALARA requirements of 10 CFR 20 inasmuch as the repackaging activities would subject workers to unnecessary additional exposure.
