October 20, 1988 Mr. James G. Partlow, Director Office of Special Projects U.S. Nuclear Regulatory Commiesion HS 7024 Washington, D.C.

Dear Mr. Partlow:

CLARIFICATION OF COMMENTS MADE DURING THE JUNE 21, 1988 BRIEFING BY TVA ON THE TVA REORGANIZATION AND PLANT STATUS During the subject briefing, in my response to a question asked by Chairman Zech on Browns Ferry Nuclear Plant (BFN) fire protection requirements, I may have given the impression that TVA intended to fully comply with the National Fire Protection Association (NFPA) Code in the long term.

I want to clarify this statement to avoid any misinterpretation by NRC.

TVA intends to bring 8FN into compliance with the NFPA code with deviations as approved by NRC.

As I stated in my testimony, this is a long-term goal and is not to be accomplished entirely before startup. Our letter on the deviations with justifications was submitted to NRC on August 3, 1988.

Except as modified in our August 3 letter, the upgrade schedule and project descriptions l

were submitted to NRC in section III of the fire protection report supplement submitted on April 4, 1988.

Please telephone me if you have any questions.

Very truly yours, TENNESSEE VALLEY AUTHORITY
