Dear Mr. McClure:
This letter addresses the inspection of your facility at Dallas, Texas conducted by Messrs. R. L. Cilimberg and J. J. Raleigh of this office on September 26 through 29, 1988, and the disc:,sions of their findings with Mr. Tom Floyd of your staff at the conclusion of the inspection.
The purpose of the inspection was to follow-up an allegation pertaining to marking material with incorrect heat numbers and supplying the material to Texas Utilities for use at Comanche Peak Nuclear Plant. A comprehensive inspection was not performed because you and your staff stated that Action Stainless & Alloys, Inc. (ASA) supplies only comercial grade material.
Areas examined during the NRC inspection and our findings are discussed in the enclosed report. This inspection consisted of an examination of representative records, interviews with personnel, and observations by the inspector. During this inspection, it was found that you do not have a Quality Assurance program which meets NRC requirements because the material which you have supplied to the nuclear industry is commercial grade. A review of all purchase orders received by ASA determined that ASA has not supplied steel plate to Texas Utilities for the Comanche Peak Nuclear Plant.
The allegation pertaining to marking steel plate with incorrect heat numbers and transporting this material to Texas Utilities could not be substantiated.
