DRAFT VALUE/ IMPACT STATEMENT 1.
PROPOSED ACTION 1.1 Description The proposed action is to provide guidance on screening areas to identify
- a. site en sites for near-surface disposal of low-level waste (LLW).
The purpose of the screening is to identify a site or sites that have a high potential for meeting the site suitability requirements of S 61.50 of 10 CFR Part 61, " Licensing Requirementr for Land Disposal of Radioactive Waste," and the performance objec-tives of Subpart C of 10 CFR Part 61.
1.2 Need for Proposed Action The Atomic Energy Act of 1954, as amended, and the Energy Reorganization Act of 1974, as amended, provide the Commission with licensing and related regulatory authority concerning near-surface disposal of radioactive waste.
I NUREG-0902, " Site Suitability, Selection and Characterization," developed by the Low-Level Waste Licensing Branch, NMSS, provides information on the technical siting requirements of 10 CFR Part 61 and NEPA.
The purpose of this regulatory guide is to provide guidance on data collection and analyses for conducting a site screening investigation.
Based on experience gained in reviewing applica-tions for licenses, the NRC staff has identified information that should be contained in site suitability and selection analyses to reflect present siting needs and practices.
- 1. 3 Value/ Impact of Proposed Action 1.3.2 NRC The proposed action would require 6 staff months from RES and 3 staff months from NMSS to produce the regulatory guide.

1.3.3 Industry q
At the license application stage, the proposed action should expedite the licensing process and thus reduce licensing delays, streamline the review process, and reduce costs tc industry.
1.3.4 Public Since there is no reduction or relaxation of any siting or environmental requirements in this action, no impact on the public is anticipated other than an improved public understanding of the information considered by the NRC in the licensi'g process.
1.4 Decision on Proposed / Action Guidance on conducting a site screening investigation for the near-surface disposal of low-level radioactive wasta should be issued.

TECHNICAL APPROACH l
The proposed action is nontechnical in nature; therefore this section is not applicable.
3.
PROCEDURAL APPROACH Publication of a regulatory guide was selected as the best alternative for making public tt. guidance on site screening.
A regulatory guide is considered to be the most effective and efficient method of providing the needed guidance.
4.
STATUTORY CONSIDERATIONS 4.1 NRC Authority Authority for the proposed action is derived from the Atomic Energy Act of 1954, as amended, and the Energy Reorganization Act of 1974, as amended, and implemented through the Commission's regulations in Title 10 of the Code of Federal Regulations.

The proposed action does not require an environmental impact statement since it is categorically excluded from the NEPA process in accordance with paragraph l
51.22(c)(16) of 10 CFR Part 51.

l The proposed guide does not conflict with or overlap requirements promul-gated by other agencies.

AND CONCLUSION A draft regulatory guide should be prepared to provide detailed prelicense guidance to applicants on site screening.
