Dear Mr. Stello:

The Fec:eral Emergency Mans;ement Agency (FEMA) has canpleted an analysis of the prunpt alert and notification system for the Fdain I. Hatch Nuclear Plant in Baxley, Georgia. Ris review has been canpleted pursuant to FEMA rule 44 CFR 350; selected evaluative criteria and Appendix 3 in NUREG-0654/ FEMA-REP-1, Rev. b and FEMA-43, the " Standard Guide for the Evaluation of Alert and Noti-fication Systems for Nuclear Power Plants" (now published as FEMA-REP-10). %e enclosul report entitled "Edwin I. Hatch Nuclear Plant Site-Specific Offsite a Radiological Emergency Preparedness Alert and Notification System Ouality Assur-J ance Verification" summarizes the engineering design review, incorporates the results of the telephone survey of the public conducted inmediately following activation of the alert and notification system on October 2,1985, and confirms the adequacy of the applicable evaluative criteria fran NUREG-0654/ FEMA-REP-1, Rev.1, and FEMA-43.

Based on the engineering design review arrl the results of the telephone survey, FEMA has determined that the alert and notification system installed around the Edwin I. Hatch Nuclear Plant satisfies the requirements of NUREG-0654/ FEMA-REP-1, '

Rev.1, and FEMA-43.

Werefore, there is reasonable assurance that the system is adequate to pranptly alert and notify the public in the event of a radiological emergency at the site. We caveat on the alert and notification system contained in the 44 CFR 350 approval dated May 5,1981, is now rerreved. Re Honorable Joe F. Harris, Governor of Georgia, has been advised of this approval.
