TRIP REPORT AND SITE VISIT AT THE SEQUOYAH FUELS CORPORATION'S (SFC) CIMARR0N PLANT, CRESCENT, OKLAHOMA On August 23 25, 1988 Edward Shum, accompanied by GFrance, Region III inspector, visited the SFC's Cimarron Plant at Crescent, Oklahoma. A meeting was held at the Cimarron Plant to discuss the SFC's license amendment application to authorize on-site disposal of uranium wastes. The attendees are as follows:

SFC staff provided an overview of the decomissioning activities and the on-site uranium wastes locations and naasurements. ORAU staff then discussed the confirmatory survey program conducted at the site. The State officials provided some comments on the SFC's submittal for the license amendment application. After the meeting, tours were made to the Pu facility, uranium facility, waste trenches, lagoons and the designated on-site burial area.

On August 25, NRC staff (E. Shum, G. France III) met with State officials (D. McHard, P. Brown) at the State's office to discuss the responsibility of the review of the SFC's on-site wastes disposal license amendment application. It was agreed that the State will be responsible for the non-radiological aspect of the wastes, and NRC will be responsible for the radiological aspect. The State will provide NRC with its input on the environmental assessment (EA) in regard to the non-radiological impact of the SFC's proposed action. The State will send NRC a letter to confirm this dyreement. y
