Dear Mr. Thomas:

As we discussed in our phone conversations of April 30, 1986, IRT Corporation has moved out of the warehouse facility located at 8221 Arjons Road. This warehouse facility and the adjoining manufacturing facility were recently added to our license by amendment No. I dated January 31, 1986.

On April 30, 1986, I had called Mr. William Crow and informed him that we wanted to move out of the warehouse facility. We discussed whether or not there was the need for another license amendment. Mr. Crow said that he would review our license and call me back. He also advised me to contact the Safeguards Group and to talk to you. Mr. Crow called back on May 7, 1986, and said that the wording of the license was broad enough, and that a license amendment would not be needed to move all of the authorized operations into the manufacturing facility.

I called the Safeguards people and they said to just send an amended safeguards plan.

I called you and informed you that the only material used in the warehouse was sealed Pu/U mixed oxide fuel rods that had been stored inside a steel cask. We discussed the need for a confirmatory survey, and you informed me that a confirmatory survey would not be needed.

However, you requested that I do a survey and send the results to you.

IRT Corporation M*. Robert Thomas, Chief Page 2 July 11, 1986 In compliance with your request, a complete meter and wipe survey was taken throughout the facility for Alpha, Beta, anJ Gama radiations. The results of the wipe survey are attached, all wipes were at background. A drawing of the warehouse is also attached with numbers indicating where the wipe and meter readings were taken. All mecer readings were background.

The meters used to take the survey were a Ludlum Model 14 ratemeter equipped with a thin window pancake GM detector and a Ludlum Model 14 ratemeter equipped with an Alpha scintillation detector.

The Pu/U rods inside the storage cask have been moved into the manufacturing facility, where the cask was opened and each rod inspected and leak tested. All of the rods were in good physical shape and no leakage was detected.

The warehouse facility is to be sub-leased to another company. All authorized operations for the Arjons Road facility, involving SNM, will be done in the Manufacturing facility; taking into account the fact that the warehouse is now an uncontrolled area and must be protected from our operations. A new Safeguards Plan is being written and will soon be submitted.
