Dear Mr. D' Antonio:

This letter is to confirm our telephone conversation of July 25, 1986.

As you rsquested, we will not formally transmit comments on the Durango Pre:ininery Final Remedial Action Plan (PFRAP) at this time.

It is our understanding that you are going to confer with your contractors and testablish a schedule for submitting the information needed to complete cur review. Once you have determined when the information will be cvailable, we will review our other commitments and establish a schedule to complete our review of the PFRAP.

The issues that recuire resolution prior to our concurrence are the erosion protection design and laboratory and field tests on the soils that are proposed to be used for the radon barrier cover.

It is understood that the radon barrier cover design itself; however, will be finali7ed after in-situ measurements are made. Also, upon further review of the potential impact on the ground water at the disposal site, errors were discovered in your estimates of infiltration, percolation and ground-water travel time through the pile to the aquifer. These should be corrected and resubmitted since it appears that revised estimates of leachate format, ion and movement may necessitate a more conservative design of the overall cover.

Please inform us as toon as you have determined when the necessary infntr, ation will be provioed.

If you have any questions, you may call me at FTS 776 2605.

Sincerely, h$,jo19 e60729 W1-4e Edward F. Hawkins, Chief p
