20555 NRC DOCKET 50-424 OPERATING LICENSE NPF-68 V0GTLE ELECTRIC GENERATING PLANT UNIT 1 RESPONSE TO I&E INSPECTION REPORT 50-424/87-06 Gentlemen:

The followir.g information is submitted in response to Inspection' Report No. 50-424/87-06 which concerns the inspection conducted by Mr. A.

B. Ruff on January 12-16, 1987.

One apparent deviation was identified.

Deviation "Vogtle Electric Generating P1 ant (VEGP) FSAR paragraph 8.3.2.1.1 states that the capacity rating of the safety-related batteries are as follows:

A&B: 1947 Ah at 3-h rate

['

C:

1983 Ah at 3-h rate (sic; FSAR lists 983)

D:

650 Ah at 3-h rate

/f Contrary to the above, the capacity rating of the safety-rel ated batteries that are installed are as follows:

A&B: 1674 Ah at 3-h rate C:

971' Ah at 3-h rate D:

590 Ah at 3-h rate Please provide in writing wf thin 30 days of the date of this Notice a description of corrective actions regarding this deviation, actions taken to avoid further deviations, and the dates when these actions were or will be completed."

Response

Corre:tive Actions Regarding This Deviation The amp-hour ratings given in the VEGP FSAR are acceptable 3 hour3.472222e-5 days
8.333333e-4 hours
4.960317e-6 weeks
1.1415e-6 months
ratings.

GPC recognizes,

however, that confusion was created by specifying battery capacity at a 3 hour3.472222e-5 days
8.333333e-4 hours
4.960317e-6 weeks
1.1415e-6 months
rating in the FSAR, wnile the bas:Is for testing to verify acceptability to meet the design basis was at a 2 3/4 hour discharge rate.

A proposed modification to the FSAP, description of battery capacity ratings, FSAR Change Notice No. 587 dated January 23, 1987, was issued to revise the listed battery capacities.

This revision will clarify +he FSAR description by citing a 2 3/4 hour discharge rate which is co.aistent with other FSAR references and acceptance testing criteria.

This FSAR change is for clarification only and no physical plant modification is required.

Actions Ta, ken to Avoid Further Deviations FSAR Change Notice No. 587 will revise Sections 8. 3. 2.1.1, 8. 3. 2.1. 2, and 8.3.2.1.3 to provide consistent battery amp-hour ratings at 23/4 hour ratus.

This revision should prevent further confusion which could occur due.to the use of inconsistent ratings.

Date When Corrective Action Will be Complete FSAR Change Notice No. 587 will be incorporated into the next VEGP FSAR amendment.

This amendment is expected to be issued by September, 1987.

Please contact this office if you have any questions.

&7&m L. T. Gucwa JH/lm 70C776 '
