50-424/86-45, 50-425/86-22 Attention: Mr. Virgil L. Brownlee The Georgia Power Company wishes to submit the following informa-tion concerning the violation identified in your inspection report 50-424/86-45 and 50-425/86-22:
Violation 50-424/86-45-01, " Failure to Accomplish the Corrective Actions Prescribed in Deviation Report PP-12074" - Severity Level V Georgia Power Company (GPC) acknowledges the violation but wishes to clarify some of the information in the USNRC inspection report.
The Notice of Violation indicates that the violation was a failure to follow-GPC procedure GD-T-01.
Procedure GD-T-01 has provisions for contractor organizations to use their own approved procedures for nonconformance control.
Deviation Report PP-12074 was initiated by Pullman Power Products, piping contractor and NPT stamp-holder for the Vogtle Project.
Therefore, the violation was actually a failure by Pullman Power Products to meet the requirements of their nonconformance control procedure XV-2.
Deviation Report PP-12074 identified plant tag numbering discrepancies between root valves 1-1201-X4048 and 1-1201-X4050.
The installation drawing (orthographic drawing 1X4DL4A17) was revised on October 24, 1985 (one day after PP-12074 was closed), to reflect the proper numbering of the valves.
However, revisions were not made to the corresponding isometric drawings and piping-and-instrumentation diagram (P&ID).
The isometric drawings (1X5DY00414A,B and 1X5DY00416A,B) and the P&ID (1X4DB111) have now been revised to reflect the as-built conditions.
Pullman Power Products procedure XV-2 has been revised to provide for the closure of some deviation reports prior to completion of all corrective actions.
This provision applies to deviation reports which require only a drawing change and requires that the changes be properly marked and the deviation report referenced on a controlled red-line j
of the applicable drawing (s).

Page Two as-built conditions and revising drawings is a controlled program governed by Pullman Power Products procedures SI-11 and III-4.
Appropriate personnel will be trained in the new requirements of procedure XV-2 by August 8, 1986.
The Vogtle Project has established drawing reconciliation programs which include walkdown examinations of installed systems and reviews of design drawings to ensure that as-built infomation is accurately and consistently reflected in orthographic and isometric drawings and P&ID's as applicable.
In fact, the tag numbering discrepancies cited in the violation had been identified during walkdowns conducted in February and March 1986 and were entered on appropriate red-line draw-ings.
Project personnel failed to provide this infomation to the USNRC inspectors during the inspection.
