Based upon several hundred discussions and interviews by Hampton teacher Herbert Moyer with other EPZ teachers, including teachers from the Town of Hampton, only two (2) teachers indicated a willingness to carry out their assigned duties to protect the student populations in accordance with the NHRERP proceduros in the event of an actual amorgency at Seabrook.

My name is Herbert Moyer and I am a science teacher at the Winnacunnet High School in Hampton, New Hampshire.

I make this affidavit in support of the Town of Hampton's Motion for Summary Disposition in the matter of Public Service Company of New Hampshire Seabrook Station, I
Units I and II, Docket Nos. 50-443-OL and 50-444-OL.

I personally drafted the language in the petition l
l provided to teachers within the Emergency Planning Zone for Seabrook Station which provides:
l "We are the teachers who work at schools in communities within the ten mile EPZ of Seabrook Station.
We DO NOT accept the conflicting duty which the emergency response (evacuation) plan assigns us.
We believe it is inappropriate to expect us to provide emergency support for our students during a nuclear accident which would simultaneously place our families in danger."

" compensatory plan", per s_e, to provide this function; rather, enere is a " compensatory" feature incorporated within the overall NHRERP which allows the State to be apprised of and responc to any perceived shortfalls at the local governmental level.
