Dear Mr. Berlinger:

I appreciate your response to my letter regarding TDI EDG Board Notifications.

As you know, I wrote on behalf of all intervenors at plants under construction with TDI diesel generators and as a representative of the intervenor in the WPPSS No. 1 operating licensing proceeding.

I have discussed the situation with several intervenors all of whom have difficulty in reviewing and obtaining documents from their Local Public Document Rooms.

As you may have heard, the PDR receives its documents about four weeks after they are issued, and the LPDRs are even less up-to-date.

In addition, the LPDRs do not have facilities for copying (except page by page, coin-operated machines), are of ten in disarray and not open during non-working hours.

Ordering documents from the PDR in Washington is expensive, slow and requires a substantial deposit with the reproduction facility.

Finally, while you reassure me that the Staff does, and will continue to, distribute correspondence and information to the parties in the affected proceedings, I and other intervenors have received nothing for months.

Clearly this is not a function of the level of work taking place on the TDI issue.

I point out these facts because, while I understand the constraints of the agency when it comes to the distribution of materials, the alternatives you have suggested do not represent a viable solution to the problem.

Accordingly, I would like to make my own suggestion that NRC provide the Nuclear Information and Resource Service (NIRS) with one copy of each document produced by the TDI Owners' Group, the NRC Staff, and their consultants.

NIRS has functioned for six years as an information clearinghouse for intervenors and are is equipped to assume this role for the "TDI Intervenors' Group."

We would take responsibility for the duplication and mailing to intervenors of all materials other than formal Board Notifications.

I realize this constitutes slightly more expense for the agency I

but it is the only practical solution to the problem.

o the parties have the time to be constantly checking on the PDR or the LPDRs to see what new information has come in, or to see if docketed information has been put on file.

What I have proposed is an efficient and timely method of serving the public interest.

In fairness to those who are or will be litigating the TDI issue, it seems this is the very least NRC could do.
