Dear Mr.-Berlinger:
The. adequacy-of emergency. diesel generators manu-factured by Transamerica Delaval Inc. ('IDI) ' is central to l whether a dozen'or so power plants will be granted operating '
licenses, and when. As you know, the TDI issue has been raised 2.ua sponte by some Licensing Boards, and-as a contention.in other proceedings. Earlier in.the year, much of.the information concerning the-development of the TDI l issue, in particular the work of the TDI Owners' Group, was supplied.to proceeding. participants. .These materials in-cluded meeting notices, meeting transcripts and correspon-1dence between the--Owners' Group and-the NRC Staff. They were submitted as-though they were Board Notifications al-
,though they-were not formally identified as such. Presuma-bly this'information was provided in keeping with the :
Staff's legal responsibility.to keep Licensing Boards'and ;
parties. informed of developments which might bear upon par-ticular plants.
t
'In the last two months,'although the' Owners' Group meetings have continued, and the first Owners' Group reports have been-issued, these " Board Notifications' have ._almost entirely ceased. As afresult, parties to proceedings, and ,
the Licensing Boards themselves, are no longer:being kept !;
apprised of theLatatus of this important issue. On behalf-of the many intervenors'who-have raised this issue, and the i Coalition for Safe Power which I represent in the WPPSS No. l 1 operating license proceeding, I would like to know:
- 1. Why the-Staff stopped _providing documents on the TDI
, . issue to the Licensing Boards and parties.of-.affected pro-

ceedings; l 2. What documents have-not been sent to Licensing Boards and ,
l- ' parties which-bear upon the resolution-or litigation of the
- LTDI issue; and I

- 3. What does the Staff'believe is its obligation.to provide information to Licensing Boards and parties and how does the
-i Staff intend to fulfill its responsiblity ?
I would appreciate a response at your earliest possible convenience as your answers bear upon my work and that of my
, fellow intervenors.
Sincerely, hA.2 Nina Bell
