Dear Administrative Judges:
In a " Memorandum and Order (Ruling on Applicants' Motion for Summary Disposition of Contention EP-5)" issued on July 17, 1986, the Licensing Board granted Applicants' Motion for Summary Disposition of Contention EP-5 (Reception Centers) and dismissed the Contention in question.
The Board also ordered that the changes described in Applicants' Motion for Summary Disposition of Contention EP-5 be made in the Vogtle offsite emergency plans where they have not already been incorporated.
Finally the Board ordered the Staff and FEMA to verify, within 30 days following the next full revision of the state and local plans for the Vogtle EPZ, that the changes in the plans i
l have in fact been made.
By letter dated July 22, 1986, I requested Counsel for Applicants to forward, when available, the Vogtle plan revisions relating to reception centers directly I
to me and Counsel for FEMA in order to facilitate compliance with the Board's verification directive to Staff and FEMA.

undersigned and FEMA Counsel advised in pertinent part as follows:
While the relevant information on the capacity of reception centers in South Carolina was included in the original emergency plans for Aiken, Allendale, and Barnwell Counties, similar information was not reflected in the original emergency plan for Burke County, Georgia.

Accordingly, emergency management officials for Burke County and the State of Georgia agreed to include the specific information in a revision of the Burke County Plan:
[The Burke County Plan) is being amended to list the Blakeney i
schools as reception centers.
In addition, the revised plan will specify the capacity of each of the schools identified as reception centers (with and without students present), and will state that the schools have sufficient capacity (even with students present) to

accommodate the maximum number of evacuees from the Burke County portion of the Vogtle EPZ.

These changes were reflected in the " change pages" transmitted to the Service List in this proceeding (including counsel for the NRC Staff and FEMA) by letter from Applicants' counsel dated June 23,1986.

The information provided in the August 4th letter from Applicants' Counsel has enabled the NRC Staff and FEMA to verify that, as ordered by the Board, the changes described in Applicants' Motion for Summary Disposition of Contention EP-5 have in fact been made in the Vogtle offsite emergency response plans. The Staff believes this matter is now fully resolved.
