SAFETY EVALUATION OF THE BWRVIP VESSEL AND INTERNALS PROJECT, "BWR VESSEL AND INTERNALS PROJECT, VESSEL ID ATTACHMENT WELD INSPECTION AND FLAW EVALUATION GUIDELINES (BWRVIP-48)," EPRI REPORT TR-108724 (TAC NO. MA1138)
Dear Mr. Terry,
The NRC staff has completed its review of the Electric Power Research Institute (EPRI) proprietary report TR 108724 *BWR Vessel and Intemals Project, Vessel [ inner Diameter] ID i
Attachment Weld Inspection and Flaw Evaluation Guidelines (BWRVIP-48)," transmitted by letter dated March 6,1998, and supplemented by letter dated March 3,1999. The BWRVlP-48 report provides generic guidelines intended to present appropriate inspection recommendations to assure safety function integrity of the subject safety related reactor pressure vessel (RPV)intemal components. It also provides recommendations for additional inspections of non-safety related attachment welds to hssess the possibility that cracks which
' initiate at the attachments might propagate into the vessel wall, nondestructive evaluation (NDE) methods, inspection locations and inspection frequencies, and acceptable methods for use in evaluating the structuralintegrity significance of the flaws that are detected during the examinations.
The staff has reviewed the B'NRVIP-48 report and finds,in the enclosed Safety Evaluation (SE), that the guidance of the BWRVlP-48 report is acceptacle for inspection and flaw evaluation of the subject safety related RPV intemal components, except where the staff's

conclusions differ from the BWRVIP's, as discussed in the enclosed SE. The staff has concluded that licensee implementation of the guidelines in the BWRVIP-48 report will provide an acceptable level of quality for inspection and flaw evaluation, with modifications to address the staff's conclusions in the enclosed SE, of the safety related components addressed.
pg The staff requests that the BWRVIP n.vlew and resolve the inues raised in the enclosed SE, and incorporate the staff's conclusions into the revised BWRVIP-48 report. Please inform the staff within 90 days of the date of this letter of your proposed actions and schedule for cy, g revisions.
