Dear Senator Proxmire:
It appears that some confusion regarding the Commission's position on the China Agreement might have arisen as a result of the press coverage of the release of our October 2, 1985 letter to you.
It is important that any misunderstanding regarding the Commission's position be clarified.
The Commission's position should not be interpreted as being in opposition to the Agreement.
The Agreement meets all the statutory requirements.for which the Commission has responsibility.
In our letter to you, we expressed in unclassified terms the same comments we made to the President in our letter dated July 18, 1985.
Among those comments were some concerns that we thought it would be desirabla 'or the President to be aware of as he reached his decision in this important matter.
- However, these concerns were not of sufficient magnitude to lead us to oppose the Agreement.
