.L NOTICE OF VIOLATION As a result of the inspection conducted on Decerber 15-19,1986, and in accordance with the NRC Enforcement Policy (10 CFR 2, Appendix C), the following violation was identified:
10 CFR 50, Appendix R Section III.J requires that emergency lights with at least an 8 hour9.259259e-5 days <br />0.00222 hours <br />1.322751e-5 weeks <br />3.044e-6 months <br /> battery power supply, shall be provided in all areas needed for operation of safe shutdown equipnent.
10 CFR 50.48 (c)(2) requires that those fire protection modifications, such as the installation of emergency lighting units, that do not require prior NRC approval or plant shutdown shall be implemented within 9 months af ter the effective date of 10 CFR 50.48 and 10 CFR 50, Appendix R.
The effective date of 10 CFR 50.48 and 10 CFR 50, Appendix R for TMI-1 is July 1,1982. Modifications such as the installation of emergency lights for TMI-1 should have been completed by April 1, 1983.
Contrary to the above, as of December 19, 1986 the ifcensee had failed to install emergency lighting units in the Main Control Room, an area needed for operation of safe shutdown equipment.
The licensee relied instead on a dedicated Ifghting system that may have failed during a fire in two plant areas, CB-FA-1 and FH-FZ-5.
RESPONSE TO NOTICE OF VIOLATION I.
Corrective Steps Taken and Results Achieved The Control Room lighting at TMI-1 is provided with three (3) sources of power in the event of loss of off-site power.
The three power supply sources are Train A and Train B Emergency Diesel Generator and the Station Batteries. For fire areas or zones where the power supply circuits for Control Room lighting from all three sources are subject to loss from a single fire, CPUN is providing protection of the Train B Emergency Diesel Generator power supply circuit from loss due to fire by preservation as a safe shutdown required circuit in accordance with 10 CFR 50, Appendix R, Section !!!.G.
This modification was previously outlined in GPUN letter to NRC dated Novenber 19, 1986 (5211-86-2196) which requested exenption from 10 CFR 50, Appendix R Section !!!.J for Control Room lighting to the extent that the regulation requires a battery power supply for energency lighting units.

Corrective Steps To Be Taken To Avoid Further Violations The root cause of this violation was a failure to recognize that the control room lighting was not protected and therefore failed to meet Appendix R, and this would be a modification that did not require NRC approval.
Therefore, the modification would have been required to be complete within 9 months of the effective date of Appendix R.
This is believed to be an isolated case, and therefore, no steps to prevent recurrence are necessary.
III. Date of Full Corp 11ance The modification to provide fire protection of the Train B Emergency Diesel Generator power supply circuit for the Control Poom lighting is complete.
Full compliance will be achieved upon NRC approval of the exemption request.
