We believe it ntCCasary to clear up any misunoerstandings regarding the Secretary's intention in view of the way in which his correspon=
dence to Chaf.rman Esch was charactrarized in your letter.
It was the full inhnt of ths 6ecretary that his letter be made part of the public record and available to the public and all parties in thia proceeding.
It wac our expectation f'om the outset that the letter would be placed in the Nucicar Regulatory Commission's public doeuttant room, as has been the caso in previous instances in which the Secretary han felt it necessary and gpropriate to bring matters to the attention of the Commission.
Because such corroopendence is intended to be made publicly available, and in view of the Department's statutory respcalbilities, we have not t'e l t suen correspot.dence to be affected by the regulation to whiah your letter refer?cd.
