Dear Mr. Colvin:

I am responding to your letter of March 5,1999, in which you conveyed a number of concerns of the Nuclear Energy Institute with the alternative approach for managing nuclear waste proposed by U.S. Department of Energy Secretary Richardson. You identified concerns with the proposed alternative, which may impact the construction of the geologic repository. The Congress has asked the U.S. Nuclear Regulatory Commission (NRC) to provide comments on the alternative proposed by Secretary Richardson. I trust that through Congressional review and consideration, the input of the NRC, and comments from you and other interested parties, the resulting legislation can provide an effective and timely approach for the management of the nation's spent nuclear fuel.
