Supplementary information: The U. S. Nuclear Regulatory Commission is writing to make you aware of the potential existence of unlicensed radioactive material at secondary schools in your State and encourage you to share this information with your State Board of Education.

' Under the Atomic Energy Commission's (AEC). Atoms for Peace Program of the 1950s and 1960s, secondary schools 'were licensed to possess and use radioactive material for educational purposes. The material was authorized in sealed and unsealed form for various activities, including instrument calibration and irradiation of materials.

In 1996, NRC Region i became aware of three occurrences involving inadequate control of

' radioactive materialin high schools. Two of the cases involved high schools in New l

Jersey that possessed Radiation Machine Corporation (RAMCO) Model 50B self-shielded i

irradiators that contained approximately 210 curies of ces:um 137 without an active

. license. The licenses were retired by the AEC in.1973 and 1974, respectively. The other j

case involved a Connecticut high school that transported chemical waste drums to a j

disposal facility, Upon arrival at the facility, one dium was found to contain a vial of radium-226,,and the shipment was returned to the.high school Follow up of this event by the Connecticut Depar* ment of Environmental Protection determined that the material was inadequately controlled while et the high' school'and the drum improperly packaged prior to shipment. These events highlight a potentially significant health and safety issue regarding gQO
