REVIEW OF ADDITIONAL INFORMATION RELATING TO NOTICE OF NONCONFORMANCE (INSPECTION REPORT 99900081/97-01) i i
Dear Mr. Nordahl:
We have completed our review of the Siemens Power Corporation (SPC) letter of February 4,
{
1999, " Additional Information for SPC Responses to Notice of Nonconformances 97-01-02 and 97-01-04." Those nonconformances were originally identified in NRC Inspection Report
- No. 99900081/97-01. The staff's evaluation of SPC's responses to other nonconformances, unresolved items and the Demand for information (DFI) were discussed in previous.
correspondence.
In our letter of Decembeh 18,1998, we requested additional information regarding: (1) code verification and validation (V&V); (2) SPC's schedule for completing upgraded code V&V and
, documentation; and (3) assurance that licensees using SPC's loss-of-coolant accident (LOCA)
/,
codes and referencing SPC's documentation can meet 10 CFR Part 50, Appendix K, g
requirements.
~ Your February 4,'1999, letter describes the integrated software development and V&V requirements embodied in SPC Engineering Work Practice P104,-121, Revision 1. We agree
- that these requirements are adequate to confirm code functionality following modifications. -The letter also discusses the schedule for completing upgrades to code documentation and V&V, indicating that the completion date for this effort has been moved forward from 2005 to the end -
- of 2002, with higher priority tasks to be completed within the next year. Considering the scope of the work that is required, we believe that this schedule complies with 10 CFR Part 50, Appendix B, requirements for prompt corrective action. Finally, your letter addresses compliance with Appendix K documentation requirements for L.OCA evaluation models. Again, we agree that NRC approval of SPC's LOCA codes, as documented in the NRC's Safety
. Evaluation Reports (SERs), together with the upgrades in code documentation and V&V 47-(g/
' implemented or planned by SPC,'should provide sufficient bases for licensees to meet regulatory requirements. Our approval of modifications to existing codes and new LOCA models will continue to require that up-to-date documentation is available to meet regulatory -
requirements.

Further, the corrective actions, both taken and planned, should resolve the staffs concerns. We have no further questions at this time and may review the implementation of your corrective actions during a future inspection to confirm that full compliance has been achieved.
We consider th9 actions associated with Inspection Report 99900081/97-01 to be completed.
However, as noted in previous correspondence, some of the information submitted by SPC is still under our review. Resolution of the issues associated with this information will be accomplished by the issuance of Safety Evaluation Reports relating to SPC Topical Reports.
Those reports will be issued separately.
In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter will be placed in the NRC's Public Document Room.
