(BWXT). The meeting was held to discuss BNXT's plans for shipping low enriched uranium powders and pellets in the BU-7 transportation package. In January 1999, BWXT staff noticed, and reported to NRC, that the BU-7 containers had become severely

/k corroded in the region between the inner and oute.-lids. The root causes and the origin of the corrosion have not yet been determined. In February,1999, the BU-7 certificate holder, General Electric Company, requested that NRC terminate the Certificate of Compliance.

Discussion 1.

Overview of BU-7 corrosion problems. BWXT presented a brief overview oithe activities that led to the discovery of the corrosion of the BU-7 containers. The handouts provided by BWXT are attached. NRC also presented a brief summary of the licensing activities that have occurred since BWXT reported the problem.

Number of packages requiring shipment. BWXT indicated the need to transport about 780 packages, already loaded with material, over an 8 month period beginning in late April,1999. There are also approxirnately 400 empty containers that BWXT would like to hh 9904050092 990326 PDR ADOCK 07109019 C

C. Chappell u'se for storage of additional material until a customer has been identified. These 400 containers would then be used for transport at a future date, which is yet to be determined but expected to be within 12 months.

BWXT proposal for shipping materialin BU-7. BWXT discussed a possible exemption from 10 CFR Pari 71 regulations for a one-time, exclusive use shipment of materialin refurbished BU-7 containers. Prior to shipment, the BU-7 containers would be refurbished by cleaning up the corroded surfaces, repainting and caulking, and replacing corroded bolts with stainless steel bolts and washers. Sample measurements of the wall thickness would be made prior to shipment using an ultrasonic thickness gauge.

Drop testing results. BWXT recently drop tested two BU-7 containers that were refurbished as described above. The containers were dropped onto the top corner of the drum with the center of gravity over the corner. Steel shot was used to simulate the maximum load of the material during shipment. Post-test examination revealed no damage to the boral liner even though the inner container, including the fastened inner lid, was slightly dislodged from its initial position in the foam. photographs of the refurbishment procedures and drop tests were provided.

requested to meet with the staff in about two weeks to discuss their plans for additional drop tests of the refurbished BU-7 containers.
