BEAVER VALLEY POWER' STATION UNIT NO. 1 Reply to Notice of Violation Inspection 87-02 Letter dated February 18, 1987-

-VIOLATION (Severity Level IV; Supplement I)

Description of Violation (87-02-01)

Technical Specification 4.3.1.1.1 and-Table 4.3-1,' Reactor Trip System Instrument Surveillance Requirements, specify that the Neutron Flux Power Range (PRM) Low Setpoint Channel Functional

Test, be performed for each startup (if not performed in the previous seven days).

OST 1.2.1, Nuclear Power Range Channel Functional Test, provides specific instructions for checking that setpoint.

Contrary ~ to the above, the PRM low setpoint functional test was not performed per OST 1.2.1 during the reactor startup on January 11,

1987, and had not been performed within the seven previous days.

Corrective Action Taken 1.

Administrative controls including Special Operating Order 87-1, placement of caution tags on the power range channels, and entry on the NSS

logs, were instituted to insure operability verification of OST 1.2.1 the next time the unit was placed in a

condition with reactor power below 10 percent.

OST 1.2.1, including the portion to test the low power range trips, was completed on February 7, 1987.

Action Taken to Prevent Recurrence 1.

Startup Procedure J

of OM Chapter 50 was revised via Operating Manual Change Notice 87-009 to require verifi-cation that OST 1.2.1 was complete within 7 days of startup.

of OM Chapter 50 was revised via Operating Manual Change Notice 87-010 to require verifi-cation that OST 1.2.1 was complete within 7 days of startup.
