TAR: REVIEW 0F SHIPROCK RAP MODIFICATION N0. 3 Modifications to Section 10.0, Subsection II.B and Subsection IV.A of the Shiprock Remedial Action Plan, which have been identified in Change No. 15 -

Seismic Stability of Embankment, have been reviewed by Michael Blackford of the WMGT staff. The magnitude, 6.2, for the floating earthquake presented in Subsection IV.A is sufficiently reasonable and conservative for the Shiprock, New Mexico area and is therefore acceptable. The peak acceleration ot 0.21g determined for a magnitude 6.2 earthquake at a distance of 15 kilcmeters from the site is correct and in accordance with Section 2.2.2.3.1.2, Step (1) of the Standard Review Plan for UMTRCA Title I Mill Tailings Remedial Action Plans, October, 1985 (SRP). This peak acceleration value is acceptable. The peak acceleration is also used in Subsection II.B for the determination of the average horizontal seismic coefficient of 0.14 for stability analysis. The seismic coefficient has been calculated in accordance with the provisions of Section 2.2.2.4 of the SRP and is therefore also acceptable. The textual changes to the Shiprock RAP Section 10.0, Subsection II.B and Subsection IV.A are acceptable.

The above connents fulfill that portion of Ticket No. WM-86515 that has been determined to be the responsibility of the Geotechnical Branch. The remainder of the itens to be reviewed, namely changes to Section 10.0, Subsections II.D, III, and IV.C, as well as the overall impact to design and comp'eted remedial action and compliance of revised design with EPA Standards, are the responsibility of the Engineering Branch.
