GULF STATES UTILITIES DOCKET NO. 50-458 RIVER BEND STATION, UNIT 1 AMENDHENT TO FACILITY OPERATING LICENSE Amendment No. 1 License No. NPF-40 1.

The Nuclear Regulatory Comission (the Comission or the NRC) having found that:

A.

The application for amendment filed by Gulf States Utilities, dated September 24, 1985 as supplemented on September 25, 1985, complies with the standards and requirements of the Atomic Energy Act of 1954, as amended (the Act), and the Comission's regulations set forth in 10 CFR Chapter I; B.

The facility will operate in confomity with the application, the provisions of the Act, and the regulations of the Comission; C.

There is reasonable assurance:

(i) that the activities authorized by this amendment can be conducted without endangering the health and safety of the public, and (ii) that such activities will be conducted in compliance with the Comission's regulations; D.

The issuance of this amendment will not be inimical to the comon defense and security or to the health and safety of the public; and E.

The issuance of this amendment is in accordance with 10 CFR Part 51 of the Comission's regulations and all applicable requirements have been satisfied.

Accordingly, the license is amended by changes to the Technical Specifi-cations as indicated in the attachment to this license amendment and

' paragraph 2.C.(2) of Facility Operating License No. NPF-40 is hereby I

amended to read as follows:

(2) Technical Specifications and Environmental Protection Plan l

l The Technical Specifications contained in Appendix A, as revised by Amendment No. I and the Environmental Protection Plan contained in Appendix B, are hereby incorporated in the license. GSU shall operate the facility in accordance with the Technical Specifications I

and the Environmental Protection Plan.

SURVEILLANCE REQUIREMENTS (Continued) 3.

By verifying within 31 days of obtaining the sample that the other properties specified in Table 1 of ASTM 0975-81 are met when tested in accordance with ASTM 0975-81, except that the analysis for sulfur may be performed in accordance with ASTM D1552-79 or ASTM D2622-82.

At least once every 31 days by obtaining a sample of fuel oil from e.

the storage tanks in accordance with ASTM D2276-78 and verifying that total particulate contamination is less than 10 mg/ liter when checked in accordance with ASTM D2276-78, Method A.

f.

At least once per 18 months #, during shutdown, by:

1.

Subjecting the diesel to an inspection in accordance with procedures prepared in conjunction with its manufacturer's recommendations f or this class of standby service.

2.

Verifying the diesel generator capability to reject a load of greater than or equal to 917.5 kw for diesel generator 1A, greater than or equal to 509.2 kw for diesel generator 18, and greater than or equal to 1995 kw for diesel generator IC while maintaining voltage at 4160 1 420 volts and frequency at 60 1 1.2 Hz, and while maintaining engine speed less than 75% of the difference between nominal speed and the overspeed trip setpoint or 15% above nominal, whichever is less.

3.

Verifying the diesel generator capability to reject a load of 3030-3130 kw*** for diesel generators 1A and 18 and 2500-2600 kw***

for diesel generator 1C without tripping.

The generator voltage shall not exceed 4784 volts for diesel generator 1A and IB and 5400 volts for diesel generator 1C during and following the load rejection.

4.

Simulating a loss of offsite power by itself, and:

a)

For divisions I and II:

1)

Verifying deenergization of the emergency busses and load shedding from the emergency busses.

  1. For any start of a diesel, the diesel must be operated with a load in accordance with the manufacturer's recommendations.
      • Momentary transients due to changing bus loads shall not invalidate the test, i
