Dear Mr. Butcher:

PSC hereby transmits the Phase II report for the control of heavy loads at FSV for your review. In addition, PSC transmits a revised copy of the Phase I report, previously sent to the NRC on June 14, 1985. These reports are submitted as fulfillment of the Reference I request for PSC to re-evaluate the control of heavy loads, whereby a heavy load is defined as approximately 1 ton or more.

2-As a result of the Phase II control of heavy loads study, PSC has identified action items regarding the handling of heavy loads. The actions that PSC has identified include such items as the inclusion of heavy load lift height tables into the Reactor Building and Turbine Building crane operating procedures, development and implementation of hoist and sling procedures, and modifications to increase the factor of safety for various crane / hoist load handling systems.
