VIRGINIA ELECTRIC AND POWER COMPANY NORTH ANNA POWER STATION UNIT 1 ONE-TINE EXTENSION OF CERTAIN SURVEILLANCE TESTS Pursuant to 10 CFR 50.90, Virginia Electric and Power Company requests an amendment, in the form of a license condition, to Operating License NPf-4 for North Anna Unit 1. We request the proposed amendment be approved for imple-mentation during the next refueling outage for Unit 1, which is currently scheduled to begin in April 1989.

The proposed license condition allows a one-time extension of the surveillance test intervals for certain surveillance tests as specified in the North Anna Unit 1 Technical Specifications for the seventh cycle of operation. A dis-cussion of the requested extension is included in the attachment.

This license change request has been reviewed by the Station Nuclear Safety and Operating Committee and the Safety Evaluation and Control Staff. It has been determined that the request may involve an unreviewed safety question as defined in 10 CFR 50.59 because the margin of safety of Technical Specifica-tion 4.0.2, the administrative control specification of surveillance inter-vals, has been reduced, but technically and operationally the request has been evaluated and determined to not involve a significant hazards consideration as defined in 10 CFR 50.92.

We have evaluated this request in ac:ordance with the criteria in 10 CFR I 170.12. A voucher check in the amount of $150.00 is enclosed as an applica- l tion fee.  !
