SUBJECT: NRC INSPECTION REPORT NO. 50-498/98-19; 50-499/98-19
Dear Mr. Cottle:
This refers to the inspection conducted on January'25 through February 12,1999, at' the South
Texas Project Electric Generating Station, Units 1 and 2, facilities. Additionalinspection and
review were performed in office through February 26,1999. A telephonic exit was held on
March 17,1999, with members of your staff. The enclosed report presents the results of this
inspection.
As indicated in the enclosed report, the performance of the engineering organizations at the
South Texas Project, as determined from our Safety System Engineering Inspection that
focused on the residual heat removal system, has been adequate support to assure that the
residual heat removal system was capable of performing its intended function.
Based on the results of this inspection, the NRC has determined that a violation of NRC
requirements occurred. The violation is being treated as a Non Cited Violation (NCV),
consistent with Appendix C of the Enforcement Policy. The NCV is described in the subject -
inspection report, Section E8.8. If you contest the violation or severity level of the NCV, you
should provide a response within 30 days of the date of this inspection report, with the basis for
your denial, to the Nuclear Regulatory Commission, ATTN: Document Control Desk,
Washington, DC 20555-0001, with copies to the Regional Administrator, Region IV, and the

Director, Office of Enforcement, United States Nuclear Regulatory Commission, Washington,
DC 20555-0001.
