On August 15, 1988, the C-E Owners Group submitted topical report CEN 372 P, "Fuel Rod Maximum Allowable Gas Pressure" (Reference [a]) for Nuclear Regulatory Commission Staff review.
This topical report technically justifies operation with fuel rod pressure in excess of RCS pressure.
NRC approval will allow longer reload cycles to be achieved as well as increased flexibility in fuel management programs.
The purpose of this letter is to reaffirm Baltimore Gas and Electric's intent to credit the technical justification provided in CEN-372 P in the analyses to be performed for the Calvert Cliffs Unit 2 Cycle 9 reload.
This letter is provided in support of our discussion with Mr. Scott McNeil on this subject on August 18, 1988, during our meeting with Mr. McNeil and Mr. Larry Kopp concerning some of the details of the Unit 2 Cycle 9 core reload.
We understand that there may be difficulties in beginning review of the topical report to expect either approval or disapproval from the NRC prior to our crediting it for startup of Unit 2 Cycle 9.
Since the rrethods presented in the topical report do not have to be credited until well into the cycle, approval (or disapproval) of the topical is not required prior to Cycle 9 startup, hh; d'

This will allow many months additional time to.. review the topical without impacting Unit 2 Cycle 9 startup. This burnup limit will be provided in the Reload Analysis Report for Unit 2 Cycle 9 in February, 1989, if acceptable with
