MINUTES OF THE CRGR MEETING NUMBER 336 The Committee To Review Generic Requirements (CRGR) met on Wednesday, January 27, 1999, from 1:00 p.m. to 4:30 p.m. to hold the Committee's 336* meeting. Attachment 1 contains the list of attendees.

C. Antonescu and J. Kramer, both of RES, and J. Wermiel (NRR) presented for CRGR review and endorsement the draft final Regulatory Guide (DG-1029) titled " Radio Frequency and Electromagnetic Interference in Computer Systems." Attachment 2 contains the staff's presentation material. The Committee noted that this guide applies to new or upgraded designs, and in addition to digital components, it also applies to analog as well as hybrid circuits. The l Committee recommended that in the " Introduction" section,10 CFR Part 50, Appendix B, should I be referenced before the General Design Criteria (GDC), especially, because generally, the l GDC are not generically applicable to all operating plants. Furthermore, GDC may not necessarily apply to all non-digital (analog) components installed in the pre-GDC days. The staff, also informed the Committee that some " advanced" design of analog components may also have digital features.

The CRGR questioned the applicability of this guide to the changes made by licensees under Part 50.59, and also to the advanced reactors. The staff clarified that for the operating plants,

}f this guide will apply to all the licensee-initiated 50.59 changes. The Committee later received additional clarification from the NRR staff that the design commitments for electromagnetic compatibildy (related to electromagnetic interference, radio frequency interference, electrostatic discharge surge and grounding) of l&C systems in advanced reactor designs are designated as Tier 2* information. An applicant who references an advanced reactor certification is not allowed to depart from the Tier 2* commitments without NRC approval. The changes cannot be made under a 50.59-like process.

The Committee also remarked that a future revision of Standard Review Plan, Chapter 7,

" Instrumentation and Control," should explicitly refer to this regulatory guide. The Committee noted that the staff should clearly state whether each of the military standards is being endorsed fully, partially, or in conjunction with another standard. The Committee also recommended that implications of interface between non-t .afety-related and safety-related systems should be clarified therein. Foremost, the Committee noted that this regulatory guide did not contain the required regulatory analysis. Although, a draft regulatory analysis was provided b/ the staff at the meeting, it required sponsoritig Division Director and inter-office, including OGC, concurrences. accompanying regulatory analysis, after it is concurred on by NRR and OGC, to the CRGR staff for preliminary review and appropriate recommendation to the Committee. The CRGR staff met i

with the cognizant staff on February 3,1999, to summarize the Committee's comments and l recommendations. As of the issuance of these minutes, a revised regulatory guide and the accompanying regulatory analysis have not been received for CRGR endorsement. The staff expects to submit them in mid-March.

in accordance with the EDO's July 18,1983 directive concerning " Feedback and Closure of CRGR Review", a written response is required from the cognizant office to report agreement or !

disagreement with the CRGR recommendations in these minutes. The response is to be '
