NRC Participation in the FSV Fitness for Duty Program

Dear Mr. Johnson:

In February of 1985, Public Service Company of Colorado (PSC) implemented a " Fitness for Duty" policy at the Fort St. Vrain Nuclear Generating Station (FSV).

This action was taken as a part of an industry initiative to address potential problems associated with an individual's inability to perform work in a manner conducive to safety due to the influence of alcohol, drugs, or other physical or mental impairments.

Recent discussions with yourself and the Senior Resident Inspector (SRI) have indicat 4 that the NRC has taken a position that its personnel and contractors are not subject to the PSC/FSV Fitness for Duty program in total.

Our understanding is that the NRC is, however, in full support of Protected Area (including Limited Access, Security, and Vital Areas) access denial or removal from the Protected Area of any of its personnel or contractors who are deemed unfit for duty in accordance with the station's policy by a member of the FSV Plant Management Staff. Such an occurrence would, of course, require immediate notification of the SRI, the Project Section Chief, or the Region IV Duty Officer, in order of preference.

Unless directed otherwise, the FSV Fitness for Duty program will be administered for NRC personnel and its contractors as stated above.
