Dear Director General Zhao:

I am writing to you about the next meeting of the Intemational Nuclear Regulators Association (INRA) scheduled for May 6 and 7,1999, in Washington. It will be my last INRA meeting as Chairman, as ! am completing my appointment as Chairman of the Nuclear Regulatory Commission on June 30.

As you know, the INRA members and I have been interested in having you attend an INRA meeting so you could brief us on the changes in your organization and on China's rapidly expanding nuclear reactor power program. It was our hope that you could attend the upcoming May meeting. The agenda for the meeting has now been drafted and several pressing administrative items are being carried over from the January meeting. I regret to have to inform you that sufficient time is not available for your presentation and a discussion. Therefore, I would appreciate your understanding of my request to postpone your presentation until a later INRA meeting.

I hope that this request has your understanding, meets with your approval and does not cause you any inconvenience. You will be contacted as soon as possible about rescheduling your presentation.
