Dear Mr. Stolz:

In a letter dated June 26, 1985 from Mr. J. P. Knight, Nuclear Regulatory Commission, Office of Nuclear Reactor Regulation, to Mr. Dutton, Chairman of the Nuclear Construction Issues Group, the NRC Staff stated its conclu-sions regarding the Visual Weld Acceptance Criteria for Structural Welding at Nuclear Power Plants (WAC), Revision 2. The NRC Staff concluded that WAC, Revision 2, represents a technically acceptable approach for visual inspection of structural weldments of nuclear power plants that are under the purview of American Welding Society Standard DI.1 or other non-ASME class structures.

It is Toledo Edison's intention to utilize WAC, Revision 2, at this time for visual inspections of these types of weldments at the Davis-Besse Nuclear Power Station Unit No. 1. Consistent with the NRC Staff's position, Toledo Edison will not utilize WAC, Revision 2, for inservice inspections that are required by Section XI of the ASME Code. Toledo Edison will document its commitment to WAC in its next Safety Analysis Report update presently scheduled for July, 1986.

Uniform training has been and will continue to be provided to QC Inspectors involved in the implementation of WAC, Revision 2, to ensure consistency of application. As suggested by Mr. Knight's letter, the NRC Resident Inspector at Davis-Besse observed the conduct of the initial training on September 7, 1985.
