TECHNICAL APPEAL MEETING ON HATCH SYSTEM PRESSURE TEST REQUIREMENTS Georgia Power Company (GPC) has requested an appeal meeting concerning the staff's position on hydrostatic leak testing of the Hatch Units 1 and 2 #

primary coolant system pressure boundary. This meeting was put on your calendar (through your secretary) for 2:00 p.m. Wednesday April 1,1987 in room P-118.

The licensees March 13, 1987 letter requesting the appeal meeting and stating its _ views concerning the staff position is enclosed as are other letters and memoranda related to this position and appeal.

The principal item in the staff positien is that pressure testing be performed prior to pulling control rods. GPC historically pulls rods and performs the tests using nuclear heat. The. reason that this appeal is being expedited is that this issue needs to be resolved prior to the pressure tests that are required to be performed on Hatch Unit I during an outage that is currently expected to begin on April 22, 1987.
