S. Nuclear Regulatory Commission Region I 475 Allendale Road King of Prussia, PA 19406 Dear Mr. Russell Enclosed is a video tape of comments I made to all Calvert Cliffs' on-site supervision (approximately 100 people) following our tragic industrial safety accident.

I believe the 5-minute tape clearly conveys my feelings and approach regarding procedural compliance.

I would really appreciate it if you would take the time to review the tape.

Most employees at Calvert Cliffs have personally viewed the tape, as well as a number of off-site BG&E employees involved in doing nuclear work at Calvert Cliffs.

The reaction to the message has been strong and supportive, and we are embarking on a number of measures to ensure follow-up, strong accountability, and improvement.

I'd appreciate a chance to meet with you to further explain efforts we are making to improve our overall performance and, most importantly, to ensure that I fully understand your perceptions and concerns regarding our operation and people.

I would like to meet at your earliest convenience either in King of PrQssia, Calvert Cliffs, or in Baltimore.

We will receive the results of INPO's recent plant

, evaluation on October 24 and, of course, I also would be happy to share that information with you anytime thereafter.

I I know you are very interested in the results of our investigation into the industrial safety accident, and I would be happy to thoroughly discuss that with you during our meeting.
