Dear Mr. Russell:
Pursuant.- to Section 50.55(f)(2) of the Commission's Regulations, enclosed are three copies of page D2-5 of the document entitled "Limerick Generating Station-Summary Description of the Quality Assurance Program for Design and Construction" dated July 1, 1988.
i The first change is the deletion of communication equipment from the QA Program for Fire Protection. This revision is consistent with FPER page 3-59, item 110, and does not reduce the committments previously accepted by the NRC.
The second change is the deletion of the Main Turbine Lube 011 Reservoir Area from the scope of the Fire Protection QA Program. This change is consistent with the FPER, page 3-38, item 35, which requires application of quality assurance programs to safety-related areas on'.y.
Intrially, we conservatively applied. the QA Program to this area more for property loss concern, because of the high combustible concentration, than for effect on safe plant shutdown. The water suppression systems for t:iis area are designed, installed and tested to the same NFPA Codes as those for safety related areas, therefore, removal of the Main Turbine Lube 011 Reservoir Area from the scope of the quality program will not diminish our adherence to applicable NRC requirements.

D.2.2.5 Application of the Quality Assurance Program The Quality Assurance program has been expanded to include the following systems and/or items of activity.
(1)
Fire Protection The Quality' Assurance Program applies to fire protection equipment including fire sensing, fire suppression and emergency lighting, in safety related areas.
(2)
Base-Line Preservice Inspection This Quality Assurance program applies to the base-line preservice inspection except that there will be a two levet program concept instead of three level for actual base line inspection activity at the plant.
The first level will be the contractor / subcontractor's, including surveillance and auditing as contractually required.
The Second Level is the PECo Nuclear Quality Assurance auditing function.
(3)
Pre-Operational Test Phase The Quality Assurance Plan applies to the Pre-Operational Test Phase with two exceptions.
These exceptions are; 1) that PECo Nuclear Operations is responsible for the direction of the preoperational and acceptance tests conducted by the Startup organization and 2) the two level program concept will be used instead of the three level.
The first level is that of the testers (quality control) and the second level is the PECo Nuclear Quality Assurance auditing (and where appropriate) Oc inspection functions.
Based on the fact that the preoperational test phase responsibilities cover both Nuclear Engineering and Nuclear Operations activities, the i
audit responsibilities have been divided between the i
respective QA groups (LGS 2 Quality Assurance and Nuclear Operations Quality Assurance).

High Density Spent Fuel Stcrage Racks i
The Quality Assurance Program applies to the design and fabrication of the "as modified" high density spent fuel storage racks.
