i concluded that the environnental impact of interini storage of spent fuel was negligible and the cost of the various alternatives reflects the advantage of continued generation of nuclear power with the accompanying spent fuel storage.

Recause of the dif ferences in design, the FGEIS recontrended evaluating spent fuel pool expansions on a case-by-case basis.

For the South Texas Project. Unit 1. the expansion of the storage capacity of the spent fuel peel will not create any significant additional radiologicel l*

effects or non-radiological environmental impacts.

The additional whole bcdy dose that might be received by an individual at the site boundary is less than 0.1 mrem / year; the estinated dose to the t

populaticn within an EO kilometer radius is estimated to be less than 1

0.1 person-rcr/ year. These doses are sm311 corpared to the fluctuations it.

l the annual dose this population receives from exposure to background radiation.

The cccupational radiation dose for the proposed operation of the expanded spent fuel pool is estimated tc be less than three percent of the total annual occupational radiation exposure for this facility.

The only non-radiological irrpact affected by the SFP expansion is the l

waste heat rejected. The increase in total plant waste heat is less than

0.017. There is no significant environnent611rpact attributed to the waste I

beat from the plant due to this very small increase.

FINDING OF NO SIGNIFICANT IMPACT I

l The staff has reviewed the proposed spent fuel pool expansion to the I

facility relative to the requirenents set forth in 10 CFR Part 51. Based on l

this assessnent, the staff concludes that there are no significant radiological l

or non-radiolcgical impacts associated with the proposed action and that the j
